He's saying this because he doesn't want people to go back to using the old chemicals that were destroying it in the first place. That's why he is warning against complacency. Things like the ozone layer naturally fluctuate, so you need to look at long term graphs to see the trend. It's still nowhere near healed and it will never be safe to go back to using those chemicals which were banned.
